If I remember correctly, the actual attraction for most countries are indoors, but the gift shops are outdoors. The design of each country can be the best seen from outdoors.

However, if you are big eaters, it might be a good idea to get the dining plan .... but watch how many snacks, table services and sit-down dining credits you have since I typically don't use up all of mine on my vacation - which wastes money.
